If there was ever an Al Qaeda network it was constructed by the CIA. It's quite simple, really. The CIA created a data base of originally Mujahadeen contacts and expanded it to include other independent jackal assets. There is not now, nor has there ever been an international terrorist "Al Qaeda" organization separate from the relationship the CIA keeps with its data-base of Jackals. Al Qaeda is synonymous and inseparable from CIA.
