I ran into a similar problem using the TFTP server offered by Cisco.  I have
been using the 3-Com suite, which includes FTP/TFTP server and client, as
well as a syslog server.
ftp://ftp.3com.com/pub/utilbin/win32/3cdv2r10.zip

This is a Win based program.
