Do you have a PIX? If so, you will need to turn off the fixup protocol on
SMTP. Exchange uses ESTMP commands that the PIX will not let through with
the fixup protocol turned on. That would be the first think that I can think
of checking..

Most messages come in just fine.  I am no sure why this is happening.  I
have an Exchange 2000 running at home and the same email comes in just fine.
