Build Process

What exactly do I need to do to make the build process work for us?  Do I
need to download and install JavaDeps for example?  Right now if I do an
--enable-maintainer-build, it only builds the native code.  Without it, my
Java code doesn't appear to be building in the correct order.  Some pointers
would be appreciated.
