Thanks David.

I was asking, specifically so that I could point to something in the
draft release proces docs I've started working on.  As I understand
it, the PPMC is the first "official voting group" during the release
approval process.  I wanted to be sure that we all knew who's votes
would be binding vs. non-binding.
