Most likely that missing ssh key. If the agent cant ssh into the guest it shuts
the guest down.The question is why it is missing the first time but not the
second time. It should get populated any time the agent starts if needed, not
just the second time. When this issue occurs is the first start of cloud agent
always at boot? Can you find anything in the log regarding failed copy at the
first start?
