In minor CloudStack version we OUGHT NOT change the DB schema, maybe
we should not even change the DB version, comment?
So, all minor version should have version info in DB as 4.0 (for 4.0,
4.0.1 and 4.0.2) and 4.1 (possible future 4.1.xs) etc.
