[ACS41] New DB upgrade changes

Rohit made changes to db upgrade procedure and I am looking for a story related 
to that in 4.1/4.2 New feature list. Couldn't locate one. If doesn't exist, can 
that be created and documentation can be attached to it. QA will pick it up for 
testing.
