The Bing API does allow you to pass an optional "Market" param to
scope results to a desired language:

Does it work for minority languages? (Latin, Māori, Rarotongan, etc).
However, I do not see these languages on the list.

Bing wins for our use case.
We currently block bing from crawling our website (because they
seemed to systematically lie about support for throttling in
robots.txt), but may have to re-evaluate if they're showing real
love to our user community.
