We have been building Drupal sites for libraries for the last six
years. We have done public facing and intranet sites, sometimes as a
single package, but more often as separate systems. The decision is
based on your needs, not the tool. That said, I would suggest that you
use the same tool for both, so that you can consolidate system
administration and maintenance. Modern CMSs are flexible enough to
handle a wide range of requirements.
