[~aweisberg] - Yes, respectTombstoneThresholds() would also effectively disable 
the threshold during other streaming cases (such as rebuild and repair), even 
outside of bootstrapping. The thought process was that if you added another DC 
to the cluster, best practices (such as 
http://docs.datastax.com/en/cassandra/2.0/cassandra/operations/ops_add_dc_to_cluster_t.html
 ) will cause you to bootstrap and then, once all new nodes in the new DC were 
online, you'd issue a rebuild. That rebuild could fail due to 
TombstoneOverwhelmingException in the same way (when building indexes for data 
streamed over).

It is a scary patch, I agree, which is why I wanted someone else to agree with 
the approach in theory before I wrote a full test. I'm open to other 
suggestions, though.
