We settled on the following recommended and supported paths on the dev list:
# 2.1 -> 3.11 -> 4.0
# 3.0 -> 4.0
# 3.11 -> 4.0
One group was going to take on the 3.0 -> 4.0 path and the other the 2.1 ->
3.11 -> 4.0
We need to better articulate what test coverage we consider sufficient for
confidence in these upgrade paths.
