Take a look at the BNF in the HeaderElement javadocs (http://nagoya.apache.org/gump/javadoc/jakarta- commons/httpclient/dist/docs/api/org/apache/commons/httpclient/HeaderElement.htm l) or the http spec. Header is a name/value pair. The value part of a Header may also contain name/value pairs, but the value part is optional.
