As far as Todds comments go:

I'm firmly in the stick with 1.3 camp.
Until there is either progress which is *really* blocked by lack of access
to 1.4+
and or the demand for 1.3 compatibility is insignificant I don't think it
is wise for any Jakarta sub-project, or part of commons, to ignore the fact
that the Jakarta mission to produce server software, and many many people
are stuck with 1.3 until they can justify significant investment involved
in upgrading to newer container version. Don't forget that the cost of
change isn't all in the software there's a big old load of testing to do as
well.

But the lines are blurred and blurring @jakarta as well, there's plenty of
software here which is as applicable in clients as it is in servers, but to
extend the scope of the project to "anything java at all" would be silly,
theres already enough going on as it is. If you want to develop desktop
software @apache, make a proposal to the incubator.
