What is the motivation for this change? As far as I know, the copyright
date can only include 2006 if there is some copyrightable contribution
added in 2006. Is this really the case for all these files? Claiming
copyright of 2006 in a file that has not been modified in 2006 would
seem to me to be wrong (IANAL).

There is also a copyright over the whole combined work, but that doesn't
necessarily correspond to copyright on any particular part. That means
that there is no need to update the copyright in files before a release.
