The /etc/modules file is just a plain-text list of modules that are dynamically loaded at boot time. My solution is only a guess really, but worked for me in a similar situation. When running the latest kernel that had this issue, try running "modprobe g_ether" on the openmoko command line. That should enable the usb ethernet module.
