Just tested on a very old SHR with an expired SIM. On power up it registers sufficiently to make emergency calls. At this point GetServingCellInformation returns correct data but GetNeighbourCellInformation does not. Call org.freesmartphone.GSM.Network.Unregister and subsequent GetNeighbourCellInformation calls will return data for the cells it can see. Those bits of the API may have changed since the version I tested on, but if it can't get the data it's a bug rather than a problem with the modem. > (Please note, this is fuzzy memory, it's been a while).
