You should say.... that the lease for the raised beds used by a persons with no
physical limitations are a one year lease and will be reviewed annually. If
someone requires an accessible raised bed due to physical limitations, and the
raised bed is being used by a person with no limitations, the current gardener
will finish out the year in the raised bed and will either move to an open plot
(if available) or return to the wait list until a plot opens up.

It would not be fair to the current gardener to ask them to move to an open
plot mid season with veggies in the raised bed growing - this also depends on
how far along in the growing season the plants are...

This is how we handle it in Sacramento

Subject: [Community_garden] Community Garden Accessible For All Beds -

Good Afternoon Community Garden Managers and members,

We recently added three raised accessible garden beds in our community garden.

I am drafting an email to our existing garden members announcing that we have
these plots and how they will be allocated. I want to be sensitive and also
clear of how these plots will be leased.

As with most gardens, there is a high demand for community garden plots.
We currently don't have anyone on our waiting list with disabilities, and want
to lease the accessible beds to existing members with the contingency that
should someone from the wait list become eligible for a bed, the existing
garden member would have to relinquish the accessible bed for one of the
existing 10x10 or 10x20 beds, whichever is available.

Therefore I want to run the following by you for your thoughts and comments.

*  *  *  *  *  *  *  *  *

"In addition to the final installation of the decomposed granite, we have
installed three raised beds near the rear entrance gate.

These beds were built to allow for accessible gardening for people with
physical limitations or disabilities. The size of these plots are
approximately 3'x16'x2'high. Additionally, the pathway between the raised beds
provide more room for accessibility.

"The raised beds are leased on a yearly basis. Existing community garden
members will be given priority to obtain these plots; however, if there is no
interest from existing members, I will then open the availability to the
residents from the waiting list."

"These beds will be leased temporarily with the understanding that the
significance of your disability may require you to relinquish your plot for a
10x10 or 10x20 plot in the garden whichever is available. In other words,
should a 10x10 or 10x20 plot become available in our garden, and the next
person on the wait list requires an accessible plot due to physical
limitations, your plot may be assigned to them and you will be given the
opportunity to assume a 10x10 or 10x20 garden plot."

Does this make sense and easily interpreted?

Thanks so much for your time.
