We started a Friends of the Garden group last year, mostly for people who
want to be involved but cannot commit to a full plot. There's no membership
fee, but some volunteers do make donations. We also have seven public beds
than that anyone from the neighborhood can harvest from, no fee. As far as
the plots, we started a sliding scale membership fee structure this spring
(basically, $15 to $75 based on your household income, entirely voluntary
and on the honor system), which has worked well for us.
