i know it's a bit late, but perhaps you are using the incorrect branch in 
your project. it's kind of confusing, but did you specify a branch in your 
Gemfile like:

gem 'community_engine', :git => 
'https://github.com/bborn/communityengine.git', :branch => 
'jquery-bootstrap'

I use the jquery-bootstrap branch. you may need the "rails3" branch. I 
think the default is for older rails versions.
