Could well be a third party RAM upgrade board. MacSnap and Dove and many others made them. A Plus l/b would need a new case bucket to accommodate the different port layout with SCSI and round serial ports.

If it's a Mac Plus motherboard, there will be an external SCSI connector on the back. My compact Mac is an original that was upgraded (Apple offered an upgrade kit that included a new motherboard and a new back to accommodate the added connectors, but it also had a sticker that said "Macintosh Plus" on it).
