As explained by others a "strong SE for ALL positions" is equivalent to a strong program. Instead one might ask for appropriate "partial SE": in many positions the partial SE gives an estimates; in others it return "too complicated for me". The KGS-SE is doing something like this, however, with a weak performance in many not too complicated positions.
