In binconcord/INSTALL.linux, one is advised to run 'make policykit && sudo make install_policykit' to let the remote be detected as a non-root user, too. After doing that, I noticed the permission file is created in /usr/local/etc/udev/rules.d/99-libconcord.rules As this is the wrong location for Ubuntu 9.04, this doesn't work. After copying the file to the right location (sudo cp /usr/local/etc/udev/rules.d/99-libconcord.rules /etc/udev/rules.d/) everything works like aspected. Which means, also non-root users can run congruity (using libconcord) and the remote will be detected.
