Yeah, we generally don't recognize remotes in safe mode... most of them do
very odd things in safe mode (different USB endpoints, etc.), and we've not
put any work into it... if you can't rescue it into booting into non-safemode
using the Windows software, I'm afraid it won't be a terribly useful testcase.
