Suggestion and RFE: first check the validity of the destination
address, only then check the RBLs. This order would not increase
the workload of the courier server, but it would decrease traffic
and the load on the RBL servers.

Yes, it would increase the load on Courier. With most configurations, checking the validity of the recipient's address is relatively expensive. A DNS lookup isn't. The same sender is likely sending multiple spams, after the first lookup the DNS record gets cached, and subsequent delivery attempts incur very little overhead.
