Such requirement is imho braindead. It is only applicable only on smaller
systems since it doubles admin's work and is very error-prone. It also has
side effect of changing envelope To: which can lead to more complicated
filtering at recipient's side.

Yes, it's apparently the only solution that will currently work for 100%,
but there should be better solution(s) to this problem. e.g. being able to
compare users in the same (virtual) user table even on backup MX even if
the domain is not local.

Well, even if mail from backup MX it will be filtered, backscatter from the
MX should not be that problematic unless you use your backup MX for sending
mail out.
