This can be done with virtual shared folders and access control lists. The accounts must be different accounts, the server configured for shared folders, and the IMAP client must fully support IMAP public namespaces.

If the IMAP client also fully supports IMAP ACLs, the owner of the account will have full control over who has access to which folders, directly from the IMAP client. Otherwise, the permissions will need to be adjusted manually using the maildiracl command.

All of this will require some non-trivial amount of setup. Once it's set up, though, additional shared folders and accounts can be trivially added.
