Correct. This is an error message from the remote mail server.

                                 and not Courier itself, I suspect Courier
has something to do with that because that happens only since the migration to
Courier.

That determination cannot be made until there's an actual explanation at hand for what that error message means. Only the remote mail server's administrator will be able to answer that question.

Googling around finds reports of this error message being returned by comcast.net's servers, and comcast.net's servers only. I was unable to locate any reports pointing to other domains.

Most likely something is broken with Comcast's mail servers. The dates and times of messages Google found suggests that they're too stupid to know what's broken, and how to fix it.
