As far as I understood: Both. First the machine, then the platform. It was often mentioned that we are interested in a broad range of environments, explicitely as diverse as possible to map the real world variety and to find edge cases. Then by grouping down those wide variety results together by more general things (OS, Perl version) we and the user can derive a statement about whether and how it generally works on a platform.
