Oh sure. Personally I never assume that a CPAN Tester has Internet access when 
I write tests for my modules. If I am testing networking behaviour I make do
with the loopback interface. 

If I do have to connect to the Internet, I check whether I can do this first 
and skip if I can't. There is a test in the POE::Component::IRC that does 
that.
