Nothing in <http://search.cpan.org/perldoc?Test::Perl::Critic> says that the module is supposed to be used in an author environment only. Start by fixing the documentation there.
I would have given you some prose as patch, but I'm not certain where an author test is supposed to go according to the community's newest insights. I've seen xt/ and xt/ with subdirectories (where does this come from?) in the wild, and Alias originally wanted to have them in t/ (see Test::XT), but now changes that (<http://use.perl.org/~Alias/journal/40102>). Perhaps we could standardise that on the QA hackathon; the environment variables at least are already. PS: Is your clock/mail system clock running two days behind?
