Why use CPANPLUS instead of CPAN.pm for automated smoke testing?

Hi everyone.

The QuickStart page at http://wiki.cpantesters.org/wiki/QuickStart
states "if you do plan to run an automated smoke testing machine, then
we recommend you start with CPANPLUS." What are the reasons for this
recommendation?
