I agree with your rationale, but I tried the report command after a
failure when trying to install the distribution. At the end of the
failure report there is a line recommending to check the reports status
for the distribution exactly as I tried and post to the mailing list:
cpan[1]> report RJBS/Config-MVP-Reader-INI
