xlocale.h and glibc 2.26

Debian bug 883392 
(https://www.mail-archive.com/debian-glibc@lists.debian.org/msg56504.html) 
has been affecting a number of my smokers.  Has it affected anyone 
else?  My workaround (horrible that it is) has been to create an empty 
/usr/local/xlocale.h.
