On one hand, maybe this would be useful for things that e.g. offer a mod_perl interface, and would like to depend on Whatever::Apache -- they could recommend it, but if it didn't install (because you don't have mod_perl), no big deal. On the other hand, would that be better done in Makefile.PL/Build.PL? hdp.
