and see that the author didn't try to attack the CPAN because "[it] had such a bad documentation quality". I assume* that he means it wasn't clear how to go about uploading a module. And I think he's got a point. It's not obvious to someone who's not already "in the know". I therefore suggest that we move (or maybe copy) the "how to contribute" section from http://www.cpan.org/modules/index.html to http://www.cpan.org/.
