According to http://www.nytimes.com/library/tech/99/11/cyber/articles/19encrypt.html, the German government is going to help fund the GPG effort. GPG is an open-source program that is compatible with (some versions of) PGP. The U.S. government doesn't seem to be amused... --Steve Bellovin
