License type: lppl

Snapshot of SVN 3036

consistency with other parts of expl3

 - Rename \seq_split:Nnn as \seq_set_split:Nnn and improve logic
   when empty arguments are given
 - Extend \SplitList to use \seq_set_split:Nnn internally
   making multi-token splits possible
 - Add experimental \tl_item:nn
 - Add \clist_const:Nn
 - Add methods to show :n type arguments for clist, in, dim,
   skip and muskip modules
 - Bug fix for \clist_length:n
 - Bug fix for \clist_map_break:n to correctly tidy up input
