PROJECTION at 10 p.m. ET, Sunday, November 12, 2000:
BUSH WILL CONCEDE TO GORE
(Note to working journalists: Your news agencies
will not allow you to run with this projection
yet, but please file it for second review if and when
the scenario presented here occurs.)
ANALYSIS:
Although The Narco News Bulletin does not
endorse candidates, and certainly would never
support either of the hypocritical drug warriors
Al Gore or George W. Bush, we have extensively
covered election fraud matters in Mexico and the
Dominican Republic this year.
As we look upon the recount controversies underway
in the Narco-State of Florida, our analysts
are now prepared to make a projection:
George W. Bush will concede this election to
Al Gore very shortly, perhaps within a week.
The factors weighed in the NarcoNewsroom are
the following:
1. Today's revelation by Authentic Journalists
Robert W. Neill, Jr. and Preston Peet that found
Florida Governor Jeb Bush's signature on a blatant
act of absentee ballot fraud.
2. Tomorrow's Times of London report that the
FBI is already in Florida investigating a massive
case of voter fraud targeted at "black and Jewish"
voters in the Bush controlled state.
Both articles are attached for your review.
Narco News, due to technical problems, has not
posted our projection yet on our web site. However,
this communiqué and analysis may be distributed
or reprinted by others.
What does this story have to do with the narco?
Florida is a state swimming in drug money. Indeed,
99% of all dollar bills in Florida are found to have
traces of cocaine. More importantly, the sheer amount
of money that moves through Florida far surpasses the
amount of money generated legally within its economy.
Florida is the bridge to the Latin American oligarchies
from the Colombian paramilitaries to the former Cuban
upper caste to the super-rich from Venezuela who are now trying
to overthrow elected president Hugo Chávez. These networks
and the US intelligence and other agencies that permeate them
are steeped in narco-money, as a review of US federal
court documents in the Miami district quickly reveals.
Narco News sources say that these networks pumped
major money into the political campaign in Florida and
investigators are already following the narco-money
trail.
The US election system, standing naked before all América,
has suffered severe image problems in recent days. But
at the point that the narco-connection to the election
process becomes known, the crisis will explode far beyond
anything that has yet happened.
Both political parties, Democrat and Republican, have
actively recruited narco-money for this campaign. See

Both parties thus have a vital interest in making
certain that the current crisis does not escalate
to reveal what Mexican columnist Carlos Ramírez wrote
this morning: "That the myth of Democracy in the
United States... is a myth."
Although both major US parties, Democrat and Republican,
are complicit in the drug war and the narco-money
trail, the weight of these facts, for simple geography,
falls more heavily on the incumbent Florida Governor
Jeb Bush, brother of the GOP candidate.
Look for George W. Bush to concede, perhaps by the end of the
week, with the most graceful "the system still works"
speech you ever heard. Both parties have an interest
in making sure the narco-money scandal does not
explode, and the Bush family's advantage in the
election -- having a member as governor of Florida --
now converts to its major disadvantage.
Already documented to have signed an act of absentee
ballot fraud, Jeb Bush faces investigation, subpoena
and possible federal indictment by the Democrat-controlled
Justice Department.
Narco News, with its experience watching how these kinds
of crises are fixed behind the scenes in the nations
of Latin America, makes an educated projection that a
similar fix is already underway in the United States.

Campaign Materials Apparently Encouraged Republicans To Vote By Mail Using
Absentee Ballots

TALLAHASSEE (WebSiteDaily) - Campaign materials marked as being paid for the
Republican Party Of Florida with a sig promoted the convenience of voting by
mail and used a slogan of "Vote By Mail It's as easy as 1-2-3!". A removable
form was attached to the flyers which could be signed and mailed or
delivered to the county elections office to request an absentee ballot.
The materials were apparently distributed to an unknown number of Florida
voters and did not require voters to give any reason for requesting an
absentee ballot nor did it require voters to provide information required to
properly confirm their identity. The office of Secretary of State Katherine
Harris specifically lists the requirements needed to obtain an absentee
ballot which includes"...last four digits of your Social Security Number,
your name, residence address, date of birth, and voter identification
number" and it further states "your request for an absentee ballot may be
denied if you do not provide the required information".
Some Florida counties limit absentee voting to residents who are unable to
vote because of specific and legitimate reasons and require voters
requesting absentee ballots to cite the reason when they sign a request for
an absentee ballot. The office of Secretary Harris further instructs voters
on the official state web site to contact their county elections office "to
ask about an absentee ballot as soon as you know that you will be unable to
go to the polls on Election Day".
The form distributed under the name of Gov. Jeb Bush and identified as being
paid for by the Republican Party Of Florida provided an option box which
could be checked which would allow the county elections office to mail the
absentee ballot to an address other than the address of the registered
voter.
Absentee ballots apparently have a recent history of being used for voter
fraud in Florida elections. A 1998 report on voter fraud after an
investigation by the Florida Department Of Law Enforcement identified a wide
variety of types of voter fraud that have been historically used in Florida.
The reports stated "it appears that the elderly voter or elderly witness to
another's absentee ballot are often targeted for use in fraud schemes,
perhaps because some of these voters may be easily manipulated or influenced
by those in whom they have previously placed their trust." The 1998 law
enforcement investigative report also indicated that "the absentee ballot is
the "tool of choice" for those who are engaging in election fraud" and
provided a review of past voter fraud cases from Dade, Volusia, Hardee,
Dixie, Baker, and Lafayette counties.

Gore camp demands FBI inquiry

THE FBI is being asked to investigate how thousands of mainly black
supporters of Al Gore were given ballot papers that had allegedly already
been marked for rival candidates.
Yesterday Democrat officials were examining claims that up to 17,000 ballot
papers in the Miami area had been tampered with in what they described as
"organised corruption". Lawyers from across the United States descended on
Miami and were busy taking statements from those complaining that they had
been cheated or intimidated out of voting for Mr Gore.
A senior Democrat official in Miami, who has hired a team of 20
investigators to carry out an inquiry, told The Times: "Until now in
Florida, we have been arguing foul-ups, human error and stupidity. But this
is deliberate corruption to spoil votes for Gore and that must be a matter
for the FBI.
"We don't want to be seen as playing the race card here, but the areas where
this happened are in poorer precincts, which are predominantly black areas
that would be expected to vote almost unanimously for Vice-President Gore.
We are not accusing the Republican Party or any other ethnic groups for
being behind this. All we are saying is the vote was corrupted. There are
just too many double-punched papers."
Jewish leaders in staunch Democrat areas of the city claimed that they, too,
had evidence of voting slips being marked before they reached polling
stations in areas populated by retired Jewish couples. At a rally in a Miami
synagogue, Lisa Versaci, Florida director of People for the American Way,
said: "There can be no innocent explanation for a pre-punched ballot sheet."
Republican leaders in Miami dismissed the allegations as "dirty-trick
claims". A spokesman said: "A spoiled ballot is not uncommon. There is no
dark plot here."

Dear friends,
I don't normally send emails like this to a large
block of people, certainly when it comes to my family,
and certainly when the import of the issue makes it
seem like the letter might travel far and wide. But
so many people have asked about this story that it
seems important to send it out. This is the true
story of my mother, precinct clerk in Palm Beach
county, Florida.
My mother was a precinct clerk in Palm Beach county,
Florida, election day of 2000. Mom's very good friend
Leah was a precinct clerk as well. Both of them were
incredibly upset during and after election day, before
anyone knew the import of these specific voters. And
my mother was convinced there were serious
irregularities long before they gained national
prominence, and she called me to say so.
I note this because some Republicans are now asking
if there were these irregularities, how come they
were not raised until after the election? In fact,
my mother and the other precinct clerks raised these
issues from the moment that the polls opened in the
morning; the problem is that the person they intially
called on was Theresa LePore, elections supervisor of
Palm Beach county. She was the source of the ballot
confusion, and was uninterested in the issue.
First, the paper ballot was extremely confusing to
these voters. Although both major parties got a
chance to review the card layout, it is not clear if
any had a chance to put the actual ballot in an actual
machine and punch the holes. The card is laid
horizontally as you vote, and it is hard to see the
holes as you punch them. And my mother, who
supervised the precinct she was in (this is a paid
position, and she reported directly to Ms. LePore)
said the card did not even fit correctly in the ballot
machine, so the holes in the card did not line up with
the ballot.
Anyone who thinks this was minor voter confusion has
never dealt with retirees in a West Palm Beach
retirement village in Florida, I promise you.
My mother, following the rules, said the poll workers
had been told not to help people with the cards, as it
might bias the voters. My mother witnessed many, many
people who voted incorrectly. Some stayed on a second
line and had their cards re-done, some punched the
second hole (and thus were probably thrown out), and
some found out they voted for Buchanan after they had
deposited their cards in the ballot box, and there was
thus nothing they could do.
Mom called me up to complain about this after the
elction, and she called me up again on Thursday, very
upset after reading a story in the New York Times (Nov.
9 2000, p. B6). The Times story states:
After numerous complaints were received on Tuesday
morning, Ms. LePore issued this directive to the
county's 106 precincts: Attention all poll workers.
Please remind all voters coming in that they are to
vote only for one (1) presidential candidate and that
they are to punch the hole next to the arrow next to
the number next to the candidate they wish to vote
for.
Mom never received this directive, and she believes
that if anyone knew they could have helped people vote
their preference, the outcome would have been very
different. Instead, my mother and the others were
trying to do the right thing, and they felt that
helping explain the ballot to these people would have
been helping them to vote for Gore, something she
didn't feel was proper. These women are honest to a
fault.
Leah did receive the directive, but not until 4pm on
election day, and only by accident; someone was
coming to visit from the main office and told her
about it. In the mean time, my mother and Leah (and
most of the precinct clerks) had been desperately
trying to call the county office. They had been given
a phone number by Ms. LePore and told that the phone
line would be staffed throughout the day. They were
told to call if there were any problems.
Mom tried to call starting at 7:30am, calling straight
through when polls closed, but she got a busy signal
the entire time. But mom was at a polling station
with only a pay phone, so she had to deposit coins
each time, and with long lines waiting for her, she
was becoming increasingly frustrated.
Leah was precinct chief at the retirement village
where they live, and ran a polling station at the
clubhouse. Having a more modern facility, Leah tried
on the phone as well, and when she couldn't get
through, she called the operator to ask her why the
phone was busy. Leah had the presence of mind to get
the operator's number (history is made by people like
Leah) when the operator told her the phone was off the
hook, meaning nobody was on the line the entire day.
Evidently, the supervisor's office just didn't want to
hear the complaints.
Leah then faxed the supervisor's office with her
concerns at noon and again at 2pm. Nobody called Leah
back until 5pm, when she heard from Ms. LePore, with
the following words "don't bother me."
So as this news starts to be spun and re-spun, let me
tell you a few things I am certain to be true:
-I can't argue intent either way, but the supervisor's
office in Palm Beach county is at the very least
unable to carry out an election in which these people
have their say
-These people started trying to fix the problem from
the moment polls opened, and were fought along the
way. This is not about crying about the election once
it is over.
It pains me to see the issue being politicized by both
sides. Gore has no place having his advisor Daley make
statements that after a recount, Gore will emerge
victorious; and Bush has no place saying that he is the
victor, or setting up a transition team. In fact, the
idea that Bush and his brother were together on
election night, with Jeb Bush promising to "deliver
Florida," draws a picture at least to me with the
semblance of impropriety, especially now that we have
seen the results so askew. I hope everyone will pay
attention to the facts here, and let the people of
South Florida have the same opportunity to vote that
the rest of us had.

While Gore supporters are holding protests in the streets, Bush supporters
are buying bullets at gun shops. In the three days since the U.S. General
Election, ammunition sales throughout the United States have jumped an
astonishing nine-hundred percent (900%). Americans are furious over massive,
blatant and widespread vote fraud by supporters of Al Gore and many are
openly talking about "blood in the streets."
Voter fraud in Tuesdays general election has Radio Talk Shows throughout
the United States burning up with callers who are openly speaking about
civil insurrection, blood in he streets, state secession from the Union and
wondering aloud whether President Bill Clinton will use this election
debacle as an excuse to remain in power after his term expires on January
20, 2001.
Such talk is not limited to fanatics; U.S. Congressman Ron Paul (R-TX),
lent credibility to the prospects of violence when he was asked tonight on
radio station WBCQ if President Clinton would use this situation to remain
in power. Responding to that query, Rep. Paul stated "Six months ago, I
thought the idea was preposterous. Now I'm not so sure. The people would
come out and there would be total violence."
Here's a brief list of just some of the fraud:
Tens of thousands of U.S. Military personnel around the world were unable
to cast ballots for the first time in US History because their Military
Absentee ballots "got lost in the mail." In past elections, the Military
voted 9:1 in favor of Republicans.
Thousands of non-US Citizens - who cannot legally vote - were sent
letters by President Bill Clinton just days before the election, informing
them they had registered, and even providing them with Voter Identification
Cards to sign and use when voting! These mailings were sent to states with
large Latino populations such as California, possibly allowing enough
non-citizens ! to vote and sway the election.
In New York City, voting machines were tampered with, disabling the
Republican voting levers. When voters came out of the malfunctioning voting
booths and sought a paper ballot, it let polling workers know the voter was
going to vote Republican because those were the only levers that weren't
working. A television news crew caught Democrat vote counters in Brooklyn,
New York throwing thousands of paper ballots into garbage dumpsters -
resulting in thousands of Republican votes disappearing.
Also in New York, registered Republican voters were told in hundreds of
polling places they were no longer registered to vote. Those persons were
offered a paper "provisional ballot" but when those ballots were filled out,
Poll workers refused to place the Ballots in a locked box.
In the Albuquerque, New Mexico area, computerized voting machines were
reprogrammed so that votes were not counted whenever anyone cast ballots for
all candidates from the same political party! Upwards of 68,000 votes may
have been reprogrammed out of existence.
In Michigan, Gore campaign workers were paying drunks and
homeless hobos with cigarettes if those people would register to vote and
cast a ballot for Gore.
In Missouri, polling places in heavy Democrat areas remained open up to
four hours after the legal time, allowing those Democrats to cast ballots.
In New Jersey, hundreds of voters in urban Democrat areas like Hudson and
Essex County, were jammed into the hallways at the County Boards of
Elections, casting absentee or provisional ballots hours after the polls
legally closed.
The media a willing participant
Just minutes after voting places on the east coast closed, major news
networks began "calling' the race. But when the networks "called" Florida as
being won by Al Gore, they did so despite the fact that a portion of that
state is in the Central time zone and those!
Polling places were still open.
These premature "call" of Florida by the media caused tens-of-thousands
of voters in the affluent Republican area of the Florida panhandle, to leave
polling places without voting because they thought Gore had already won.
Florida is now the key state in the Presidential race.
False Claims of fraud in Palm Beach County, Florida Democrats have been
complaining wildly about alleged fraud in Palm Beach County, Florida, where
19,000 ballots were allegedly discarded because voters punched ballots for
two Presidential candidates. Punching the ballot for two Presidential
candidates automatically voids the ballot.
But it is now surfacing that many or most of the 19,000 discarded ballots
were, in fact, lawfully and properly replaced when voters who made the
mistake came out of the voting booth, requested and received replacement
ballots then cast a proper vote!
Leftist Gore supporters and the media are ignoring this fact, spurring
outrage by conservatives that the truth is being suppressed and causing
minorities in that county to take to the to the streets demanding a re-vote.
Such a re-vote is not only illegal under Florida law, it is also illegal
under federal law. (3 U.S.C. 1)
Putting this in perspective, even if the 19,000 votes were all discarded
and not counted, those votes would only represent four percent (4%) of the
total votes cast in that County, meaning ninety-six percent of the other
voters in the County did it correctly.
As a result of all this election fraud, Bush supporters are convinced
that Gore, with Clinton's help, is stealing the US Presidential election.
Bush supporters are going to gun stores in large numbers and buying large
amounts of ammunition for their guns. Many are openly saying they will not
allow Al Gore to steal the election and are calling those who support Gore
"the enemy."
Not since the early 1860's prior to the Civil War has the US population
been so divided and openly talking about violent civil warfare. Radio
callers are making unprecedented open and public calls to employ the Second
Amendment (right to keep and bear arms) to protect the integrity of the
Constitution and of the Bush election.
This election has pitted brother against brother, parent against child,
young against old, white against black, Gentile against Jew. The anger is
palatable and the situation grows steadily worse.

Stock markets dive on Democrats' vow

Stocks plummeted yesterday as Democratic Party officials
raised the specter of a prolonged legal battle over the outcome
of the presidential race in Florida.
The Dow Jones Industrial Average nose-dived to a 288-point loss
and the Nasdaq Composite Index dropped to a 144-point loss as
Vice President Al Gore's campaign chairman, William M. Daley,
announced at an afternoon news conference that the campaign would
back citizen lawsuits contesting the outcome of the Florida vote
with the goal of proving that Mr. Gore won.
The indexes recovered some by the end of trading, but
analysts said that as long as the legal and political battle over
the nation's highest office continues, it would be a major
stumbling block for the markets. The Dow ended down 73 points at
10,834, and the Nasdaq ended down 31 points at 3,200.
"The Gore campaign is saying we'll fight to the end now,"
said Tim Neumann, an investment manager at Chase Asset
Management, predicting that the legal questions raised by the
Democrats will take weeks to resolve.
The principal issue raised by Mr. Daley was that the ballots
used in Palm Beach County were confusing and caused the votes of
more than 19,000 Florida residents to be disqualified because
they mistakenly voted both for Mr. Gore and Reform Party
candidate Pat Buchanan.
Aides to the Republican candidate, Texas Gov. George W.
Bush, signaling their intent to counter the fight in the courts,
maintained that double-voting is illegal everywhere and the votes
were properly disqualified. They added that county residents
voted heavily for Mr. Buchanan in previous primary elections.
"Until the election result is resolved, we will have down
days," said Robert Streed, a stock portfolio manager with
Northern Trust Co. "This is a seasonally very strong period so if
this election uncertainty wasn't there we'd be looking at a
higher market. We'd be in the midst of our normal year-end
rally."
"There's two fears," said Arthur Hogan, chief market analyst
for Jefferies & Co., who said the market went briefly into a
"free fall" during the Gore campaign's announcement.
"First, the market absolutely abhors the unknown and that is
what is going on. We have no idea how long and drawn out this
election is going to be. Secondly, we continue to fear an
economic slowdown and the impact of an economic slowdown on
earnings and revenue growth," he said.
The Bush aides suggested that the legal struggle might not
only be prolonged but also widened to include contests over tight
votes in other states.
They said vote recounts may be ordered in Iowa and
Wisconsin, where Mr. Gore won narrowly, and they have raised
questions about the vote count in Albuquerque, N.M. New Mexico is
another state that Mr. Gore barely won.
"The markets hate the uncertainty about who's going to be
the next president," said Tom Schrader, head of listed trading at
Legg Mason Wood Walker Inc. in Baltimore.
"Until it's decided, I don't see any" catalyst for stocks to
go higher, he said. "Investors are telling me they want to lessen
their exposure to stocks and have cash on the books."
Greg Smith, chief strategist at Prudential Securities Inc.
in New York, recommended yesterday that investors cut their
stockholdings because of the massive uncertainty created by the
unprecedented close race not only for the presidency but also for
control of both houses of Congress.
The schism in the political races suggests that the nation
is in a state of fundamental disagreement over what to do with
the federal budget surpluses and how heavily to regulate
business, he said.

The "people power" that has taken to the streets of Florida
today, courtesy of the Democratic Party and the Rev. Jesse
Jackson, is not so different from the mobs that have taken to the
streets of the new democracies of Central and Eastern Europe when
a vote was being stolen. And no, they are not "defending democracy"
but rather they are a critical force-multiplier in the cheating process
itself.
The pattern may not be familiar to the American public, but as
one who has observed elections throughout the former
communist world, including those that have ended in violence
and massive fraud, the pattern, to me, is unmistakable.
What is happening in Florida and to a lesser degree in places
like St. Louis and elsewhere follows a game plan that has yet
to fail: first rule is, delay delay delay. Do not let any official
results be announced. The longer you can delay, the more doubt is
cast on the elections and the more time there is to manipulate the
results.
Second, latch on to a legitimate issue and marry it to an
illegitimate one until the original issue is completely lost. In
Florida a recount was automatically called because of a very
close race. But who now is talking about the real reason for the
recount? Not CNN, not the networks and the liberal talking
heads, not the American people. The issue has successfully
been reframed.
A group of seniors, who had received a sample ballot in
advance of the election and presumably had made their
selections, are said to have been somehow tricked into voting
for Pat Buchanan instead of Vice President Al Gore. The claim
of foul play flies in the face of reason: The ballot was designed by a
Democrat with no malice intended. It had been publicly available
before the elections. This was initially said to involve some 3,000
voters, which conveniently would have bridged the gap of George W.
Bush's 1,500-vote lead.
But this wasn't enough. By the time the fraudsters had gotten
America's attention yesterday with this spurious claim, the
stakes were raised even higher. Some 19,000 ballots were said
to have been invalidated in Palm Beach County because there
were multiple votes for president. This was blamed on the
"confusing" ballot. The rules are simple, though: if while voting a
voter makes a mistake, he may request a new ballot and correct that
mistake. Florida voters get up to three tries to get their voting
right. Seems fair. Several individuals who took advantage of this
"second chance" were interviewed on television.
With chaos successfully reigning, the accusations and claims
have grown exponentially. Yesterday a Democratic Party official
was interviewed on CNN claiming "thousands" of examples of
"voter intimidation," where many victims were African-American.
She was unable to provide a single verified example, but no
matter. The goal is merely to take advantage of the delay to
introduce new factors into the equation. No longer was this
about a close race, but about racial discrimination. This opens
the door for the federalization of the Florida election, which
appears to already have begun.
The next rule in the vote fraud game as I have witnessed it in the
former communist world is, if you cannot overturn the election results
the next best thing is to delegitimize the election.
Americans will no doubt be shocked to find themselves
compared to Albanians, but the 2000 presidential election here
is shockingly similar to that in Albania in 1996. There, the former
Communist Party pulled out of the elections just before the polls
closed, claiming massive vote fraud despite the fact that there had
been little evidence of fraud. The move was calculated to throw the
entire process into chaos so as to buy time. Ultimately it did not
matter that the anti-communists won. The elections were claimed
illegitimate and therefore the government that took power was
illegitimate. It was hobbled by the claims, fraudulent though they
were, and soon overthrown.
The same thing happened to Robert Kocharian in Armenia two
years later, though he survived only to be hobbled by legal
challenges and questions about his legitimacy.
Whatever the case, today the fraudsters have their sights set on
their holy grail: a re-vote in Palm Beach County.
There is no legal or logical reason for this re-vote to take place,
for the reasons above. But all it takes is for one judge and thanks
in part to Republican "bipartisanship" Florida, judges are notoriously
liberal - to find a "reasonable doubt" as to the fairness of the
elections and issue a stay prohibiting the secretary of state from
releasing the results of the recount or from certifying them. Then a
re-vote is likely inevitable, and the 2000 presidential election will
be overturned. George W. Bush will lose and the United States will be
one step closer to being a Third World banana republic.
Final advice to Republicans: you are being hit with something so
sinister and so alien to our democratic traditions that you have
not known thus far how to respond to it. Get over the shock of "it
can't happen here, this isn't Albania." You must recognize what is
happening, or you will lose more than you have already. Do not give
one inch. No compromises. No new elections. No switching ballots. This
election is being stolen. It is up to the Republican Party and all
good American people to defend their vote.
