"Original" documentation from fed archives ought to chronicle every victim's cries for verification. And, the older the research, no doubt the better. Here, therefore is an "original" MKutlra document from fed archives, I believe. It was passed onto me by a very reliable source -- the International Committee on Offensive Microwave Weapons -- H. One point to note -- I do not know exactly where to locate this document exactly -- Girard did not provide me with the particulars on where and how he got this, however, victims should take note that "MKultra" has been disputed in govt letters and litigation as having "ever" existed period.
