This sounds very similar to the incidents a few years ago where someone
would show up at an emergency room in critical condition, emitting some
sort of 'something' which incapacitated the ER personnel...

A strange getup...if it was warm enough for shorts, why the heavy coat?
Except as a means to easily conceal something...but then why not wear long
pants, and not call attention to oneself?

Based on this description, my guess is that he was concealing something in
the coat, and that whatever the substance was, it accidentally leaked
before it was supposed to, thereby contaminating the person carrying it...

It's normal in the Atlanta area for men to wear a 'heavy coat' with
shorts?
