Army Nominee Says He May Recommend Enlarging Force

Peter J. Schoomaker, the retired four-star general nominated by President Bush to return to active duty and head the Army, said yesterday that he is leaning toward recommending an increase in the Army's limit of 480,000 active-duty troops.

"I do need to have time to formally assess this," Schoomaker said during a Senate confirmation hearing. "But I'm going to take a little risk here and I'm going to tell you that, you know, intuitively, I think we need more people. I mean, it's that simple."

The remark was likely to add to pressure on Defense Secretary Donald H. Rumsfeld to consider enlarging not only the Army but all the military branches, an issue he and senior aides have sought to sidestep in recent months as they pursued other measures to try to ease the strain on U.S. forces. But Schoomaker predicted continued heavy demand for Army troops in pacifying Iraq and conducting other missions.

A former Special Operations commander expected to win easy Senate approval as the next Army chief of staff, Schoomaker disclosed little during his testimony about just what changes he intends to pursue. But he stressed that an increase in troop strength alone would not ease the Army's burden, saying organizational changes also must occur. He spoke as well of the need to give soldiers more realistic expectations about the longer lengths of overseas deployments.
