[Global] trade sanctions loom as
U.S. steel tariffs are ruled illegal

WASHINGTON - The World Trade Organization's top court ruled Monday that U.S. steel tariffs are illegal, clearing the way for other countries to slap U.S. companies with more than $2.2 billion in sanctions.

The ruling "leaves the United States with no other choice but to terminate" its tariffs "without delay," according to a joint statement issued by the European Union, Japan, China, South Korea, Brazil, Norway, Switzerland and New Zealand.

It also presents President Bush with a political dilemma.

Leaving the tariffs in place would protect steel industry jobs in states expected to be pivotal in next year's presidential election. But it could anger manufacturers who are being hurt by higher steel prices or may suffer from retaliatory sanctions.

White House spokesman Scott McClellan, speaking with reporters aboard Air Force One, said, "we disagree with the overall WTO report."

Bush has not yet decided how to respond to the ruling, but the administration is "going to study it, look at its implications and go from there," McClellan said.

The president imposed the tariffs in 2002 to help shore up the battered U.S. steel industry, which has seen more than 30 bankruptcies since 1997. Steelmakers claimed they were losing orders to foreign competitors selling below cost.

U.S. trading partners filed a complaint with the WTO saying the tariffs, ranging up to 30 percent and running through March 2005, violated the international trade body's rules.
