Clinton Accuser Passed Lie Detector

WASHINGTON (AP) -- Kathleen Willey says she's prepared to testify again if
her one-time friend Julie Hiatt Steele is retried for obstructing the
investigation of President Clinton.

Newly unsealed results of two FBI polygraph examinations of Mrs. Willey show
she failed a question on the first test regarding whether she provided
details of an alleged sexual advance by Clinton to her friend Ms. Steele. She
passed a later test in which she alleged that advance took place.

Mrs. Willey explained to the polygraph examiner last year that at first she
couldn't recall when she told Ms. Steele of the alleged 1993 incident with
Clinton, but was reminded of it later by Ms. Steele.

In a second lie detector test six days after the first one, Mrs. Willey was
found to be truthful after answering ``yes'' to two questions: ``Before 1997
did you tell Julie Steele that the president came on to you?'' and ``In 1993
did you tell Julie Steele about an encounter with the president in his
office?''

Ms. Steele says the first time she'd heard of an alleged Clinton-Willey
encounter was when Mrs. Willey asked her to lie about it to Newsweek magazine
in 1997.

Mrs. Willey was the chief prosecution witness for Independent Counsel Kenneth
Starr's office in last week's obstruction trial of Ms. Steele for allegedly
lying to two grand juries and the FBI in Starr's investigation of Clinton,
who denies any sexual encounter with Mrs. Willey. The jury deadlocked in Ms.
Steele's trial in Alexandria, Va.

Starr is considering whether to seek a new trial and has filed a court motion
asking for permission to approach jurors who are willing to be interviewed by
prosecutors about how they reached their views on Ms. Steele's guilt or
innocence.

``I'd like to see (the case) retried,'' Mrs. Willey said Wednesday night on
CNN's ``Larry King Live.'' Of her testimony last week, Mrs. Willey said,
``I've done it once. I guess I could do it again.''

Regarding Ms. Steele, Mrs. Willey said, ``I think she did try to obstruct
justice'' by telling Starr's investigators a story that contradicted part of
Mrs. Willey's account.

U.S. District Judge Claude Hilton unsealed the 1998 lie detector results this
week after a federal appeals court directed him to reconsider an earlier
denial. News organizations, including The Associated Press, went to court to
challenge the secrecy surrounding the documents.

On another part of the polygraph examinations in which she said Clinton made
a sexual advance, Mrs. Willey initially tested ``inconclusive'' but in the
second test was found to be truthful.

In the second test last Sept. 15 in the FBI's Washington field office, Mrs.
Willey was asked, ``In November 1993 did the president place his hand on your
breast?'' and ``Did President Clinton place your hand on his groin?'' Both
times, Mrs. Willey answered ``yes,'' a three-page FBI summary of the test
results stated.

``It is the opinion of this examiner that Ms. Willey was truthful'' when
responding to those two questions, the summary added.

The polygraph questions did not address whether Clinton's alleged advance
against Mrs. Willey was unwanted. Mrs. Willey says she rebuffed him.
