"The Central Intelligence Agency had some difficulty locating the
Federal Directorate for Supply and Procurement and accidentally
bombed the Chinese Embassy. [I have one map of Belgrade, Yugoslavia
that I bought at a local bookstore for $1.99. It has a copyright
date of 1999]. I suggest that in the future you check with Internet.
I managed to find the following addresses in about five minutes of
searching:

A comment from Ralph McGehee:

The above was written to highlight the CIA's failure re the bombing of the
Chinese Embassy in Belgrade. But to me, behind the black humor, is a new
reality.  Most information can be found on Internet, calling into question
the need for large intelligence/operational bureaucracies. Why build huge
staffs when you can acquire from Internet most everything you need with a
only few clicks?

To correct the problems of intelligence, the House of Representatives
however, increased the intelligence budget for next year to about thirty
billion dollars -- that buys a lot of clicks.

Of course we know from pronouncements by the House Permanent Select
Committee on Intelligence -- whose Chairman and whose Chief of Staff are
both former CIA officers -- that they plan to ensure the CIA continues to
have a strong paramilitary capability as well as re-investing in
media/disinformation operations.

John Millis, the Chief of Staff, also said that one percent 1% of the
intelligence budget was for all source analysis. One can see in this under
investment why the accidental bombing of the Chinese embassy could occur.

Analysis is a bad word, we want an operational CIA to run covert operations
all over the world and analysis challenges this.  DCI Tenet has said he
wants an operational agency with many new operations and many more overseas
stations.

I do not believe that the bombing of the Chinese Embassy was deliberate but
there is a definite push to generate antipathy towards China -- this seems
to be coming mostly from the Republicans (and the CIA?). Porter Goss, the
Chairman of House Permanent Select Committee on Intelligence, is a
Republican.

It will be interesting to watch and see how, or how quickly, we can generate
enough media heat and hype to begin paramilitary operations in China. If we
succeed in this, the consequences of the Vietnam War will be small in
comparison.
