I don't think psychiatric exams would weed out all deviants or sociopaths.
One of the remarkable aspects of sociopaths is that most, if not all, are
perfectly capable of appearing normal and being somewhat chameleon-like in
their ability to evade the pitfalls of psychiatric screening. The fact is
that psychiatry is not a hard science and, hence, fraught with pitfalls
and impracticalities when applied in sweepingly general ways as seen in
its use in prisons, the military, etc.
