NAFTA ABSORBS BOUNDARIES
Without voting on it, all Americans living between Brownsville,
Texas and San Diego, California, have had their communities placed
under control of an international body. Millions of citizens are
affected as the U.S. and Mexico create an International Border
Region.
This is neither hype nor rumor, it is NAFTA. Actually it is the
Agreement on Cooperation for the Protection and Improvement in
the Border Area (LaPaz Agreement) signed in 1983. The giveaway
"entered into force with the NAFTA trade agreement," says the
Environmental Protection Agency (EPA) in the U.S. - Mexico Border
XXI Framework Document.

LaPaz replaces the U.S.-Mexico 1,933 mile border with a 62.5 mile
strip north and south of the traditional border to be an open zone
called Border XXI. About 10 million people in America and Mexico
live within that zone.
Investigative reporter Karen Lee Bixman warns the road to a New
World Order is paved Environmental Green and border Region XXI is
the first step on that road. The guiding force behind the LaPaz
Agreement is the UN principle of so-called "sustainable
development."
Controlling these principles, economy, environment and social
equality, are the three legs of Clinton's policy he calls
"sustainable development." This is forced compliance on our
people by international standards.
County officials in New Mexico and Arizona never heard of the
agreement, and had no idea how taxes, law enforcement, etc.
would be affected.
According to the EPA, one of the goals of Border Region XXI is to
improve binational law enforcement capabilities. This allows for
the creation of binational law enforcement teams consisting of
U.S. law enforcement, firefighters and emergency response teams
(One World Police Force).
WAKE UP AMERICA!!!!!!! A nation with open borders has no
sovereignty. America cannot afford to put its borders under
UN command or any foreign command. State and federal officials
have no right to surrender the land of this great nation under
any agreement. This is an outrageous flagrant violation of the
Constitution!!! Our forefathers would turn over in their graves
if they knew this was happening. America is under attack from
within!
Border XXI infrastructure to "One World Government" is the LaPaz
Agreement. This "do good" pretense is UNCONSCIONABLE! And it is
Un-Constitutional!!!
Bill Clinton and his administration are for "One World Government".
In November, 1993, President Clinton signed the BECC-NAD Bank
Agreement. This created an environmental infrastructure program
that gives U.S.-Mexico border communities a role in determining
needs and how to fill them, and it incorporates a mix of federal,
state, local and private funding. [ I'm sure these residents
living in cardboard boxes will have a lot of input. ]
The Border Environment Cooperation Commission (BECC) is a joint
U.S.-Mexico organization headquartered in Ciudad Juarez, Mexico.
Their alleged purpose is to help states, localities, and the
private sector develop and find financing for environmental
infrastructure projects along the U.S.-Mexico border.
The North American Development Bank (NAD Bank), has it's principal
office in San Antonio, Texas. It is to provide loans and loan
guarantees to projects certified by the BECC. Approximately
$8 BILLION is expected to be available for U.S.-Mexico border
environmental infrastructure finance during the next 7 years.
$2 BILLION in U.S. financing from existing sources (your tax
dollars), state and federal grants and loans (your tax dollars),
state revolving funds (your tax dollars), and state and local
tax-exempt bonds (your tax dollars). $2 BILLION is expected over
the American Development Bank loans to Mexico to support border
environmental activities. $4 BILLION is expected from new joint
financing mechanisms, $600 MILLION or more from activities and
more than $2 BILLION by leveraging NAD Bank capitalization from
each county.
Starting in Fiscal Year (FY) 1995 each country will capitalize the
NAD Bank through four annual contributions of $56.25 MILLION. The
$225 MILLION from each country will provide a total of $450 MILLION
in capitalization. Additional capitalization is provided by
"callable capital, $1.4 BILLION in grant funds ($700 MILLION from
each country.)
In concert with the BECC, Federal EPA grants will be used for
initial project assistance, and to supplement funding for projects
which cannot be completely financed by NAD Bank, state or local
governments, or on the private market.
Mexico and the U.S. have each committed to provide $700 MILLION
from each nation in federal grants over 7-10 years.
The president requested, and Congress has appropriated,
$100 MILLION to EPA for each of FY 1995 and 1996 for border
infrastructure funding to begin meeting that commitment.
EPA and the government of Mexico are developing the Border XXI Plan
to include opportunities for improved funding management and
coordination with BECC and NAD Bank.
