One of the reason it's been a non-event is just because so much money was
spent to resolve the problem...

It's more a point of WHERE they spent their limited funds...namely, in
upgrading
the infrastructure (hydroelectric dams, nuclear facilities) rather than in
relatively minor functions, like issuing welfare checks on time, or with the
correct date.
It's a shame that this seems to be a case of "damned if you do, damned if
you
don't"...
I'm sure these same people who are Monday-morning-quarterbacking would be
the
first to squeal and whine if there WERE major Y2K-calamaties, pointing
fingers
at those they would blame for not preparing enough...
I'm sure they also kvetch when populations are evacuated from the path of an
impending hurricane that suddenly veers away and doesn't make landfall...
