WITHDRAWAL DELAYED: The next withdrawal from Yesha (Judea,
Samaria and Gaza), scheduled for Thursday, will not take place then,
an official in Prime Minister Ehud Barak's office said Saturday night. The
apparent reason is that maps of the next redeployment are not ready
and are not going to be presented at Sunday's cabinet meeting, as
planned. Barak and Palestinian Authority (PA/PLO) Chairman Yasser
Arafat are likely to meet on Thursday in Washington to touch base and
try to push forward the final-status negotiations. According to the
original timetable, the sides were to have concluded the framework
document by mid-February and meet in the US for a summit. Progress,
however, has been slow, and most observers foresee delays in reaching
agreement. The next redeployment consists of a 5.1 percent withdrawal
from Area B (joint Israeli-Palestinian control) to Area A (full Palestinian
control) and 1% from Area C (full Israeli control) to Area A. More
important than the date of the withdrawal, however, is the land the
PA/PLO will be given. The Palestinians expect the next handover to
include land in and around Abu Dis, just outside Jerusalem. Certain
ministers have publicly expressed support for transferring this land.
Arafat is to travel to Washington on Wednesday for a meeting with US
President Bill Clinton. Barak, in turn, will be  at the nearby peace talks
with the Syrians in Shepherdstown, West Virginia, starting on
Wednesday.

MASSIVE PRO-GOLAN RALLY IN TEL AVIV: Nearly 400,000 people
descended on Rabin Square to show their broad support for keeping the
Golan under Israeli control (Editor's note: per capita, this would be
equivalent to a rally of approximately 20 million citizens in the US). The
better-than-expected turnout reinforced recent opinion polls that show
roughly sixty per cent of Israelis oppose ceding the Golan in exchange
for Syria's offer of a cold peace. Politicians were not permitted to speak
at the demonstration, which was organized by the Golan Heights
Council, but Members of Knesset (MK) from both the coalition and the
opposition were present on stage.

The following is an observation by Moshe Kempinski : "As we prepared
the groundwork for the demonstration for the Golan ... the general mood
was skeptical. 'Would the people respond?' ... 'would they care?' ...
'would it rain?' The first date was rained out and the weather reports
were  not promising. I was involved with the group responsible for
Jerusalem and directly involved with my section of Jerusalem..We
discussed the idea of ordering just one ... maybe two buses. Yet on the
days before the demonstration we began to get an inkling that there
would be great demand regardless of the bad weather ... in spite of the
pessimism. We ordered six buses ... only five came ... and we packed
them solid. We did not have room for  everybody and many people took
cabs and private cars. All in all, over 1,500 buses were mobilized by our
larger group alone ... and that didn't begin to cover it. As we sat and
stood in the crowded bus, the faces of young and old were grim and
determined. They were etched with great concern and tinged with
sadness. You heard people say 'this probably won't do anything ... but I
have to make my voice heard.' The group remained silent all the way to
Tel-Aviv. Then, as we approached Tel Aviv and stood for hours on the
turnpike and the roads and watched as bus after bus came in ... people
began to smile. They got off the buses miles from the demonstration
site and began to walk. Young and old, religious and secular, old timers
and new timers. We heard Hebrew, English, Russian, French ... and
many other tongues. The people of Israel were gathering together to
make their voices heard. Suddenly the pessimism was gone ... the
feeling of despondency had dissipated ... hope was renewed ... the
people of Israel are alive and well and their faith was far from being
diminished!! Thank G-d."

'DRAFT DOCUMENT' AUTHENTICATED: The Prime Minister's Office
confirmed on Thursday the authenticity of the US draft document
pertaining to an Israel-Syria accord. The Prime Minister's Office
stressed that the document, which was leaked and published in
HA'ARETZ on Thursday, is merely a preliminary draft, and that Israel
has submitted to the US dozens of pages of remarks in response. With
all the arguing about what was actually agreed upon in the previous
talks between Israel and Syria, the Clinton administration is not taking
any changes this time. However, Emanuel A. Winston, a Middle East
analyst & commentator , states that the document is "bogus" (See
article below ed). According to Likud opposition party leader MK Ariel
Sharon, the inclusion of a clause in the draft agreement that stipulates
Jewish Golan residents be permitted to remain under Syrian rule is a
ploy intended to mask the real intentions of the government. Sharon told
ISRAEL RADIO that it was obvious that no Jews would be permitted to
live under the rule of the Syrians but the inclusion of the statement was
intended to send a message to hard-line opponents to the government's
policies. Meanwhile, the next round of talks is scheduled to take place
on 19 January in the United States.

BOGUS ISRAEL/SYRIAN PACT DESIGNED TO BE LEAKED by
Emanuel A. Winston, a Middle East analyst & commentator : The usual
State Department news spokesmen performed as expected. According
to the CHICAGO TRIBUNE(1) the Clinton Administration expresses
dismay that the secret U.S. draft treaty, supposedly a closely guarded
secret at the peace talks in Shepherdstown, was leaked to the Left wing
Hebrew daily HA' ARETZ Thursday January 13. HA'ARETZ is the 'semi-
official' spokesman for the Barak Government, denials notwithstanding.

This guarded document was predicted to have been first floated at
Shepherdstown so the President could have signed it in public as his
trophy, but it didn't quite work out as planned. So, Clinton, Albright,
Carville and Barak shifted the plan by slipping it to the Left wing
HA'ARETZ and then claimed surprise.

The language, so carefully drafted, was intended to give the Israeli
public the impression that Barak had not already sold out and agreed to
a full withdrawal from the Golan Heights. The NEW YORK TIMES
claims that the leaked 'treaty' suggestion that Israel (Barak) is seeking
to keep its settlers in the Golan Heights after a military pullback from
the area. However, it also states "the Syrian position that Israel must
withdraw both its soldiers and civilians from the entire strategic plateau".
The 1/11/2000 Kuwaiti daily, al-Rai al-Am said that, according to
sources, the document reveals Israel's approval of a complete
withdrawal from the Golan. (3) How did the Arab daily get this bogus
treaty 2 days before it was leaked in Israel? Tsk.Tsk. Mr. Clinton!

A careful reading of this bogus document and a comparison between
this Israel/Syria treaty to the Israel/Jordan Peace Treaty reveals many
key provisions missing from the Syrian document:

1. Human rights are mentioned in Jordan - not in Syria.

2. Propaganda prevented in Jordan - 'possible' in Syria.

3. Hostile legislation repealed in Jordan - Nothing in Syria.

4. Fight crime and drugs in Jordan - 'other possible area' in Syria.

5. Free movement of Israelis and vehicles in Jordan - only access to
ports in Syria.

6. Remove pejorative references to Israel in Jordan - Syria does nothing.

The reason that there are iron covers on sewers is that noxious gases
can kill you. The sewer covers on the Clinton/Barak Golan swindle are
coming off and the smell is noxious. Barak is floating an idea developed
in the early 1980s when Rabin, Peres and others were illegally meeting
with Arafat to plan the forced evacuation of the settlers. 15-20 years
ago, the settler population was considerably smaller and weaker. And,
now the infrastructure, homes, factories, farms and world famous
vineyards have become magnificent and very costly to move, replace or
reimburse. No one has yet mentioned the lost yearly income which
comes from these well established farms, factories, vineyards, etc. Will
the world famous Golan Heights wineries and vineyards now belong to
Syria?

Part of that 1980s plan for evacuation and eviction was to leave those
who could not be scared off or bought off in a sea of hostile Arabs. They
would soon make the misery index for the settlers so high that the
settlers would be forced out or risk death.

Can you imagine the 18,000 pioneers living on the Golan Heights,
surrounded by Syrian civilians (mostly soldiers)? It has been reported
that Assad wishes to place 500,000 Syrian 'civilians' on the Golan.
Taking a closer look, these would be mostly military families with
officers and men of fighting age, establishing an advance, ready force
under Clinton's paper work, called a 'Demilitarized Zone'.

So, get this: Israel is to move down from the mountain barrier (which
has served to keep Syria from attacking until now). They would be
evicted to the indefensible low lands behind a barbed wire fence border.
But, not only that, Assad wants Israeli military forces to further
demilitarize well back and away from that thin border. I am sure that
Clinton, Barak and Peres would likely agree, since dismantling the
nation seems to be their top priority.

As for the bogus Clinton document which came unzipped and was
leaked to the Leftist press . . . don't pay too much attention to its
authenticity. It is merely another Carville creation and the Israelis are
supposed to swallow it without question. But, current polls are showing
that those Israelis approving such a Golan Giveaway have vastly shifted
their opinions, including those on the Left of Israel's political spectrum.

If this nasty fabrication doesn't work, watch Barak call for new elections,
claiming that a 'win' automatically grants him the right to give away the
Golan - despite Israeli law and the promised Referendum he now wishes
to avoid.

SUPREME COURT FALLS SHORT: The Supreme court Tuesday
morning rejected an appeal by the Temple Mount Faithful organization
regarding the illegal excavation works by the Moslem Waqf on the
Temple Mount. The judges ruled that although the Waqf is indeed
transgressing the law, the court will not order the necessary law
enforcement  agencies  to  halt  the works, since such a move "is liable
to disturb the public peace and cause bloodshed," and that such
"matters should be dealt with on the governmental level." The justices
added a caveat, however: Since the courts are refraining from issuing
judgements on issues related to the Temple Mount, it is incumbent on
the government to directly address the matter. In response to the
petition by the Temple Mount Faithful, the Mufti of Jerusalem, Sheikh
Ikrema Sabri, warned Israel against "tampering with the issue of al
Masjidul Aksa (Aksa Mosque)," saying "this issue is an exclusive
Muslim affair and Israel has no right to have any say in it." ["And He
said to me, "Son of man , this is the place of My throne and the place of
the soles of My feet, where I will dwell among the sons of Israel forever."
(Ezekiel 43.7) "The deliverers will ascend Mount Zion to judge the
mountain of Esau, and the kingdom will be the L-rd's. (Obadiah 1.21)]

MEDIA IGNORING DESTRUCTION ON TEMPLE MOUNT: Israel's press
is turning a blind eye to the archaeological damage on the Temple
Mount. So says archaeology student Tzachi Tzveig, who organized last
Thursday's demonstration of senior archaeologists in the Kidron Valley.
He told ARUTZ-7 about the recent rally sponsored by Zo Artzeinu,
"which attracted 5,000 people who protested the Waqf's desecration of
the Temple Mount [TNS, 01-01-00]. This was the first time in the history
of the State that such a large demonstration on this issue took place!
Everyone who was there saw the plethora of reporters and television
cameras. Yet the next day's papers totally ignored it! Then came last
Thursday's 30-person demonstration, including seven very senior
archaeologists. Again, there were many reporters, including foreign and
local news services, but neither of the two major morning papers
mentioned that the protest even took place. I found out that a journalist
from YEDIOT ACHARONOT had prepared a lengthy article on the event,
but his editor decided not to publish it." [Editor's note: It is not only the
Israeli press; the media in general does not report the illegal destruction
by the Waqf on the Temple Mount.]

FIGHTING ON THE NORTHERN FRONT: IAF (Israel Air Force) planes
struck terrorist hideouts in southern Lebanon on Saturday in the fifth
such strike in a week. Two Israeli jets fired four missiles at targets in
Iqlim al-Tuffah, a stronghold of Iranian-backed Hizb'Allah terrorists, that
faces the Security Zone. The area is used by Hizb'Allah terrorists to
attack IDF and SLA (South Lebanon Army) troops in the Security Zone.
An SLA soldier was killed on Wednesday by an explosive device
planted by Hizb'Allah terrorists near the Soujod military outpost in the
Security Zone. On Sunday, another SLA soldier became the first
causality of the new year, as he was killed during a Hizb'Allah anti-tank
missile assault on an SLA fortification.

Meanwhile, amid promises of a withdrawal from Barak, violence against
Christians is worsening in Lebanon, where three Christian women,
including a nun, have been reported murdered. Official sources suspect
the killers are Muslims. Al-Takfir Wal Higra, an Islamic group, is blamed
for the murder of Sarah Yazbek and her mother-in-law, Selma, in the
north Lebanon village of Kfar Abou. Members of the group beheaded the
woman, who was pregnant, and dismembered her. As Israel plans to
withdraw its troops from south Lebanon with or without a peace treaty,
some 110,000 Lebanese Christians in the Security Zone are concerned
about Lebanese and Syrian reprisals against them.

The size of the area under Israeli control in the Security Zone of
southern Lebanon was reduced on Thursday following the closing of an
outpost in the most northern area. SLA forces on Thursday abandoned
its most northern position, relocating about one kilometer (6/10 mile)
south, thereby reducing the size of the Zone under joint Israel/SLA
control. This is another withdrawal from land which rightfully belongs to
Israel: "And I will fix your boundaries from the Red Sea to the sea of the
Philistines, and from the wilderness to the River Euphrates" (Exodus
23.31)

WEIZMAN TO BE INVESTIGATED: For the first time in history, an
Israeli President   the incumbent Ezer Weizman   will be investigated by
the police. The dramatic announcement was made Thursday night by
Attorney-General Elyakim Rubinstein and State Prosecutor Edna Arbel,
who asked that a certain amount of sensitivity be employed by the
press in its coverage of the Presidential scandal. Weizman, as revealed
two weeks ago by journalist Yoav Yitzchak, received hundreds of
thousands of dollars in gifts from French-Jewish millionaire Eduard
Sarousi. The latter also contributed six million dollars to Weizman's
short-lived political party, Yachad.  Weizman's attorney, Ya'akov
Weinrot, stated vehemently Friday that the President has no plans to
resign.

Meanwhile, an investigation into possible illegal practices by the Barak
campaign continues. The GLOBES BUSINESS JOURNAL reported last
summer that millions of dollars donated by an American association in
memory of Yitzchak Rabin reportedly made their way to the Barak
campaign budget a year before the elections.  GLOBES reported at the
time that among the board members of the society was Yitzchak
Herzog. Herzog's role in the story was given wide exposure Monday
night on Israel's CHANNEL TWO, when pollster Dr. Aharon Fine of the
Tatzpit Research Institute told of his innocent role in the scandal.
Reviewing the details for ARUTZ-7, Dr. Fine said that he had been
asked to conduct a survey of voters: "I received payment   a cashier's
check, signed by Herzog, for my work, and that was that. Then, a
couple of days ago, I was called and questioned by a representative of
the State Comptroller's office. I now find myself part of an issue that I
hope will not be illegal. All I did was to conduct a survey   but it is
disturbing and unpleasant for my name to be associated with activities
that may turn out to be illegal.  After I hung up, I immediately called
Yitzchak Herzog. What particularly perturbed me was his reaction. 'How
did they get to those checks?' he asked me. He was clearly in shock.
As soon as I heard this response, I began to understand that something
was not quite right." Herzog's signature appears on the checks paid by
one of the associations for a survey that eventually ended up in the
hands of Barak's election committee, in violation of campaign funding
laws. Herzog paid over NIS 28,000 ($6,800) for the poll, a personal
contribution by Herzog to the Labor party campaign 16 times higher
than that which is permitted   NIS 1,700 ($413).

BARAK TO CALL EARLY ELECTIONS? The Prime Minister's Office is
considering the option of calling new general elections, instead of
holding a referendum on the Golan. A victory in the election would give
Barak a mandate to withdraw from the Golan [and allow him to pass a
new law rescinding the requirement for a popular referendum   ed]. A
committee has been established to look into this option, in light of
surveys which show decreasing support for a Golan withdrawal.

RAMON VISITS YESHA: Minister of Jerusalem Affairs Chaim Ramon
visited Gush Etzion, Karmei Tzur, and Kiryat Arba Tuesday. While in
Gush Etzion, Ramon said that the Barak government is "fighting" to
ensure that the settlement blocs in Yesha do not end up in Palestinian
hands in the final-status arrangements. In response to a question about
the future status of Abu Dis, east of Jerusalem, Ramon said that the
area would in the end be taken over by the "Palestinian entity" that
would be formed. ARUTZ-7 correspondent Haggai Seri reports that
Ramon had difficulty explaining how the Palestinian "farms" that have
been established throughout Gush Etzion fit into the above-stated
government's plans for the area.

ANOTHER PARDON? The Ministry of Public Security recommends
"pardoning" the Chief of the Palestinian para-military police, Razi Jabali,
who gave the orders to a terrorist cell to murder residents of the Yesha
communities of Elon Moreh and Har Bracha over two years ago.  Judea
and Samaria Police Commander Yitzchak Aharonovitch has complained
that the ban on dealing with Jabali makes it very difficult to maintain
close contacts between the Israel Police and the Palestinian para-
military police.

THIS WEEK IN JEWISH HISTORY: 9 January 1180: Philip Augustus
(the new king of France) arrested large numbers of Jews while his
father, Louis VII, who tried to protect the Jews (though not always
successfully) was still alive. All the Jews found in synagogue on the
Sabbath were arrested. Philip agreed to free them for 15,000 silver
marks.

11 January 1935: Ha'Kibbutz Hadati, the religious kibbutz movement,
was founded. This kibbutz movement was affiliated with the Ha'Poel
Ha'Mizrachi movement, the religious Zionist Labor Organization. Its idea
was to combine religious life and labor in a communal agricultural
settlement. The first such kibbutz was Tirat Tzvi.

12 January 1812: The death of Shneur Zalman (Liady, b. 1747). He
founded an intellectualized form of Hassidism called Habad (Chabad).
His intention was to bridge the gap between the Mitnagdim (opponents
of Hassidism) and the Hassidism, combining intellectualism and
mysticism.

14 January 1866: In Switzerland, Jewish rights were ratified. Switzerland
had been the scene of some of the worst massacres during the Black
Plague and a hotbed of anti-Jewish edicts. It took yet another seven
years for the Constitution to be changed. This legislation was only
passed after the United States, Britain and France refused to sign
treaties with the Swiss until their anti-Jewish cantons were repealed.
