Terrorists on that list include the likes of Osama bin Laden, who is believed to be responsible for the bombings of U.S. embassies Although this country has opposed the concept of an international criminal court, fearing that NATO or American leaders could be charged for taking actions like the bombing of Kosovo, the United Nations Security Council could be the overseer of a World's Most Wanted list. Ultimately, the key to fighting international terrorism is international cooperation. The U.N. Security Council should take its October resolution condemning international terrorism further and should consider ways that consensus can be built around the development and implementation of a World's Most Wanted list... Terrorist capability extends today beyond hijackings and bombings to technological disruptions and even more devastating chemical and biological assaults.
